A MoU, Worth 6,500bn Rials, Inked for Social &Economic Empowerment in Fars Prov.
In the course of the trip of Head of the Execution of Imam Khomeini’s Order (EIKO) Dr. Mohammad Mokhber to Fars Province, a Memorandum of Understanding (MoU), worth 6,500 billion rials, was signed between the Execution of Imam Khomeini’s Order (EIKO) and Fars Province Governor-Generalship for social and economic empowerment and elimination of deprivation in Fars Province.

In the signing ceremony of the Memorandum of Understanding, Dr. Mohammad Mokhber Head of Execution of Imam Khomeini’s Order (EIKO) pointed to the high capabilities and potentials of Fars Province and said, “today, enemies have targeted the country’s economy and livelihood of people, so that they [enemies] have initiated and waged a psychological warfare against the country.”

He drew a comparison between Iran’s economy before and after the Islamic Revolution and reiterated, “today, the country enjoys unique capabilities and potentials in terms of resources, facilities and talents.”

As the country delegated and vested economic activities to the people during the eight years of Sacred Defense (Iraqi imposed war against Iran in 1980-1988), and attained victory, today, it is logical to delegate the administration of economic activities to the people in the current situation, he said, adding, “monopolization should be set aside in the country and effective steps should be taken in the field of adopting logical policies in administering economic activities of the country.”

He said that the country should practice de-monopolization and all economic activities should be delegated to the people.

‘Deprivation’ and ‘economic empowerment’ through the creation of employment within the framework of the implementation of objectives of resistance economy is the main task of the Execution of Imam Khomeini’s Order (EIKO), Dr. Mokhber emphasized.

Given the above issue, ‘resistance economy’ means delegation of the economy and economic activities to the people, he reiterated.

Elsewhere in his remarks, head of EIKO pointed out that development of Small- and Medium-Sized Enterprises (SMEs) as well as expansion of knowledge-based companies are of the main components of the development and said, “the country should move towards implementation of economic projects which can create high employment opportunities in the shortest time possible.”

He revealed the considerable increase in credit of the said Memorandum of Understanding from 3,500 billion Rials to 6,500 billion Rials and said, “if this credit is operational within the next three years, 20 percent will be added to the said rate.”

He pointed to the selection of one of the deprived and disadvantaged cities of Fars Province as ‘pilot city for the implementation of ‘resistance economy and all-out development and progress’ and said, “EIKO is ready to support objectives of this plan wholeheartedly.”

Governor General of Fars Province Eng. EsmaeilTabadar was the next speaker in the signing ceremony who said, “participating and empowering people in country’s economic projects is one of the main and salient specifications of the Execution of Imam Khomeini’s Order (EIKO).”

As a representative of the government, he said, “the provincial governor-generalship will welcome all activities in the field of business and employment eagerly.”

Despite the bottlenecks and financial problems, unemployment in Fars Province has declined considerably in a way that unemployment rate has hit from 16.5 percent in the past year (ended March 20, 2018) to 9.9 percent in the current year (started March 21, 2018), the governor general maintained.

Fars Province has many capabilities and potentials in agricultural and tourism fields, he said, adding, “we hope that unemployment rate will reduce in this province with the implementation of the job-creation plan of the Execution of Imam Khomeini’s Order (EIKO).”

Under the MoU, EIKO will participate and invest in economic and infrastructural projects of this province up to 6,500 billion rials, he said, adding, “this move includes implementing ‘economic empowerment’ plans with the approach of production and employment, implementing and completing development, infrastructural, social, cultural and supportive projects in various sectors of Fars Province as well as implementing and completing development, infrastructural, social, cultural and supportive projects in Kazeroun city, Fars Province.”

 

Implementing ‘economic empowerment’ plans and taking partnership with entrepreneurs with the priority of small-scale businesses in deprived and disadvantaged areas of the province (according to the enterprise-based model of Barakat Foundation, affiliated to the EIKO), implementing ‘economic empowerment’ plans and economic participation of people within the framework of ASEMAN (Sky) and AFTAB (Sun) patterns with the priority of small-scale businesses, supporting commissioning and activating Small- and Medium-Sized Enterprises (SMEs) with a focus on the generation of employment in the province through granting cheap financial facilities to support small-scale household professions, interest-free loan as well as supporting knowledge-based projects, etc. will be committed by the EIKO in the field of ‘economic empowerment’ plans with the approach of ‘production’ and ‘employment’.

Moreover, implementing and completing development-infrastructural projects as joint venture, helping construct and complete 500 residential units for the deprived people within the framework of signing a MoU with the Housing Foundation of the Islamic Revolution, implementation of ‘Family Barakat’ Plan for the treatment of infertile couples residing in rural and disadvantaged areas in order to support population growth, strengthening family unit and providing 500 dowries for the needy couples, etc. will be considered as salient measures taken by the EIKO in the field of implementation and completion of development, infrastructural, social, cultural and supportive plans.

According to the Memorandum of Understanding inked between EIKO and Fars Province Governor-Generalship, Execution of Imam Khomeini’s Order  will undertake the implementation of water-supply project to 24 villages of the province in Anarestan District, Kazeroun city, implementation of watershed management projects in the city, participating in the provision of 50 percent of costs needed for equipping Hazrat Vali-e Asr (May God Hasten His Appurtenance) Hospital, construction of a 6-classroom school in JaamBozorgi Village, construction operation and completion of 100 residential units for the deprived and needy people within the framework of a MoU inked between EIKO and Housing Foundation of the Islamic Revolution, construction of five Houses of Knowledge in the villages introduced by the Friday prayers leader of Kazeroun city, equipping two seminary schools (special of male and female), providing dowry for 10 needy couples, implementing ‘Family Barakat’ Plan for the treatment of infertile couples and also helping equip cooling facilities for the Nursing Home in Kazeroun city, etc.

It should be noted that EIKO has thus far implemented 127 projects in this province as follows: seven projects in the ‘economic empowerment’ field, 114 projects in infrastructural and cultural fields, three projects in the field of health and other services, four investment projects in TADBIR Economic Development Group, costing 26,654 billion Rials, etc., some of which have either been implemented or are underway, the governor-general of Fars province concluded.
