Supporting and backing Jihadi groups across the country has been cited as one of the main objectives behind setting up this Headquarters by the Execution of Imam Khomeini Order (EIKO), he maintained.
This Headquarters was set up 20 months ago, he said, adding, “after the special emphasis of Leader of the Islamic Revolution during his meeting with students in 2016, the Jihadi Headquarters was set up in the Execution of Imam Khomeini Order (EIKO) in order to take advantage of high potentials and capacities of EIKO to support Jihadi groups.”
He classified the main activity of the Headquarters into two parts and said, “the first part includes as follows: sending and dispatching Jihadi groups to the disadvantaged and deprived rural areas and using them for the eradication of deprivation as well as rending quality services to the people of the disadvantaged regions. These services include a variety of services such as relief and rescue operation in natural disasters and events, measures taken in the field of generating employment, active and constructive presence in social ills, development, healthcare and treatment activities, etc.”
Elsewhere in his remarks, he pointed to the second part of the activity of the EIKO’s Headquarters to Support Jihadi Groups and said, “empowering and stabilizing these groups is the main mission of the Headquarters. Therefore, the Jihadi movement should be strengthened in the country, so that the groups are empowered.”
After a while, Jihadi groups will be turned into stable groups for rendering quality services to the people in the nationwide, he reiterated.
Dr. Heidari reiterated, “according to this policy, we have tried to prevent the closure of activities of Jihadi groups due to the lack of necessary expenses.”
He once again reiterated that Jihadi Headquarters of the Execution of Imam Khomeini Order (EIKO) has supported 1,500 Jihadi groups since two years ago in various levels (from elementary to advanced).
He pointed to the priority of activities of Jihadi Headquarters of EIKO and said, “generating employment and alleviating social harms is the main mission of the Headquarters.”
Since major problems in the country are deep-rooted in these two dilemmas, it is tried to support Jihadi groups with our strong and constructive presence in these areas, he observed.
On the other hand, since Jihadi groups are mainly operating in the infrastructural fields, “we have tried to support and back these measures eagerly.”
Elsewhere in his remarks, he added, “we have tried to support Jihadi groups since the beginning of the current Iranian calendar year in 1397 (started March 21, 2018). For example, 450 groups were supported by the Headquarters in the second quarter of the current year (June 21-Sept. 21).”
Not only Jihadi Headquarters of EIKO supports Jihadi groups financially, but also this Headquarters identifies deprived regions and offers quality consultation services to the target groups, he added.
With regard to the cooperation of this Headquarter with Barakat Foundation, affiliated to the Execution of Imam Khomeini Order (EIKO), he said, “the Headquarters has established fair cooperation with Barakat Foundation, affiliated to EIKO, in development, infrastructural and entrepreneurship fields.”
The Headquarters takes advantages of high potentials of Barakat Foundations in supporting Jihadi Groups, the most important of which can be referred to: participating in the selection of Jihadi facilitator in job-creation projects of Barakat Foundation and taking advantage of high capabilities and potentials of Jihadi groups in constructing school and projects of Barakat Foundation.
It is tried to send Jihadi groups to the region that are needed, he said, adding, “in the past, it was customary for these groups to be dispatched to deprived areas of the country while Jihadi groups are present in all provinces and they can offer quality services in their provinces. Adoption of such an approach will both reduce costs and turn the activities of Jihadi groups into a sustained and preventive presence.”
The official in charge of Jihadi Groups’ Headquarter of the Execution of Imam Khomeini Order (EIKO) emphasized on generating employment as one of the main priorities of the Headquarters and reiterated, “it should be kept in mind that creating a job is a sustainable and specialized activity and adoption of hasty and illogical measure in this field will create serious problems.”
Given the high potential and power of Jihadi groups, it has been tried to suggest a range of job-generating plans to them all, he opined.
In the end, Dr. Heidari Official in Charge of Jihadi Group’s Headquarters of EIKO emphasized, “we must thank the Almighty God to give us the blessing of rendering quality services to the noble people of the country who are the essence and main culture of the Islamic Revolution.”
